This file contains a detailed breakdown of emissions and removals from the Land Use, Land-Use Change and Forestry LULUCF) sector underpinning the UK local authority and regional carbon dioxide emissions national statistics: 2005 to 2023. This dataset underpins the maps presented as figures 4 to 22 in the report Mapping carbon emissions and removals for land use, land-use change and forestry (LULUCF), available at the following link: https://assets.publishing.service.gov.uk/media/68655526e6c3cc9242289454/lulucf-local-authority-report-2023.pdf

The UK continues to have technical difficulties with the CRT. While some of the most critical technical difficulties were resolved with support from the CRT application technical support team, it has not yet been possible to generate a PA version of the CRT with an accurate estimate of national emissions and so the UK has decided not to submit the PA version of the CRT by the 15/04/25 deadline. The UK has now generated a PA version of the CRT, and this page has been updated to allow it to be downloaded below.

This page has been updated to include the final National Inventory Document (NIR) and Common Reporting Tables (CRT) reported to the UNFCCC under the Paris Agreement in December 2024. This supersedes the National Inventory Report (NIR) previously included on this page. In future years the NID and CRT will be reported on the same schedule that the NIR and Common Reporting Format (CRT) tables were reported.

The NAEI spatial methodology report is now re-issued. In the previous version of the report, several graphs in Section 2 were incorrectly displaying the percentage breakdown of source sectors as the cumulative share across all years (i.e. 2005-2023), rather than for the latest NAEI inventory year (i.e. 2023 only). This revised report corrects these graphs to reflect the intended 2023 data. This issue was also present in previous methodology reports for NAEI 2021 and NAEI 2022 and these reports have not been amended. All accompanying text and gridded data remain valid and unaffected, and there is no impact on users who have relied on the spatial emissions datasets.
